By applying a modified analytical framework based on a Kingdon's Multiple Streams Framework, this paper aims to analyze the enactment process of the anti-discrimination Law between 2013 and post 2020 to examine the impact of each factor suggested in the model of the legislative process. The antidiscrimination law is noteworthy in that multiple factors have intervened in the bill initiation process, causing the formation and change of the streams. In particular, it can be seen as a case that highlights the active role of policy entrepreneurs” in that a member of the National Assembly led the issue by introducing a bill and spread the discussion on the bill. Furthermore, since the subsequent outcomes of the two bills were different, with the withdrawal of the bill and the referral to the Judiciary Committee and continued consideration of the bill, it is necessary to analyze the causes of these differences. According to the modified Multiple Streams Framework proposed in this paper, this difference is due to the change in the existing stream caused by the opening of the policy window. In short, in the first period, each stream weakened after the law was introduced and lost momentum to continue the agenda, but in the second period, the streams actually strengthened, leading to different results.
